Odivelas e os desafios do século XXI : revitalização estratégica do seu Núcleo Histórico

Abstract

Com a diminuição do mundo através das, sempre, novas tecnologias de informação tornando o espaço-tempo instantâneos, a sociedade contemporânea é desafiada a enfrentar novos desafios, assistindo a mudanças contínuas nos diversos sectores, onde o paradigma da mobilidade tornou-se num fator dinâmico que influência o crescimento e o ordenamento das cidades, invertendo as lógicas das centralidades e das matrizes que definiram a sua ocupação. Depois de um processo de aglutinação territorial e o estilhaçamento das cidades, estas enfrentam agora os desafios da metrópole polinucleada e a aproximação das metrópoles inteligentes. Neste contexto é inimaginável a continuidade desta tendência centrífuga do centro-cidade, onde impera a sua história, identidade e a memória coletiva de um povo. As temáticas da reabilitação, reconfiguração e regeneração, estando em constante debate, são indiscutivelmente o anestésico para combater a enfermidade do abandono e desertificação dos valores identitários dos núcleos históricos. Repensar Odivelas com um documento aprofundado de ideias sustentadas, para uma estratégia urbana com capacidade polarizadora, competitiva e com capacidade de leitura constante das dinâmicas globais, no contexto da metrópole polinucleada de Lisboa, e tendo o património histórico, arquitetónico e urbanístico um papel determinante nessa polarização. Esta reflexão permitirá que Odivelas se afirme como centro polarizador, segundo os novos desígnios do urbanismo para o século XXI.

With the decreasing of the world through, as always, new information technologies turning the space-time instant, the contemporary society is defied to face new challenges, witnessing continual changes in the various sectors; where the paradigm of mobility became a dynamic factor that influences growth and planning of cities, inverting the logics of centralities and the matrices that defined its occupation. After a process of territorial agglutination and shatter of cities, these now face the challenges of the polynuclear metropolis and the approach of the intelligent metropolis. In this context its unimaginable the continuity of this centrifugal tendency of the center-city, where its history, identity and collective memory of a commonwealth reigns. The issues of rehabilitation, reconfiguration and regeneration, being in constant debate, are undoubtedly the anesthetic to fight the illness of the abandonment and desertification of identity values of historic cores. Rethinking Odivelas with a thorough document of supported ideas, to a urban strategy with polarizing, competitive ability, and capable of constant reading of global dynamics, in the context of the Lisbon’s polynuclear metropolis, and having the historical, architectural and urban heritage a key role in that polarization. This reflection will allow Odivelas to be stated as polarizing center, according to the new designs of urbanism for the XXI century.
